Laura has over 15 years of experience as a U.S. General Services Administration (GSA) Leasing Contracting Officer (LCO) based in Fort Worth, TX, as well as 5 years as a Team Leader in GSA’s National Office of Leasing. During her GSA tenure, she was responsible, either directly or as team leader/LCO, for roughly 1,000 GSA federal and lease projects. Mrs. Strohbach held an unlimited warrant. Subsequent to her GSA employment, she joined the Securities and Exchange Commission (SEC) where, in her nearly 3 years, she awarded 3 leases totaling approximately 90,000 square feet and was responsible for oversight and management of 14 leases totaling approximately 3M square feet.
In her 5 years with GSA’s National Office of Leasing, Mrs. Strohbach wrote policy, procedures and regulations for the nationwide leasing program, and she personally developed a training program for the Tenant Improvement process (40 hours per session). As a regional and national office employee, she was member of the national teams that wrote the green lease clauses, implemented design excellence in leasing, developed national templates (SFOs and Source Selection Plans and rating systems) for INS and FBI’s Field Office lease construction program, rewrote GSAR 570, conducted program management reviews of nearly all GSA regional offices, among other duties. At the SEC, she developed leasing policy and procedures for their leasing program.
Subsequent to her federal employment, Mrs. Strohbach worked 2 years under a task order with FBI to develop and train their space management specialists to transition to leasing specialist. Since January 2014, she has been on the faculty of Management Concepts, Inc., and she instructs all GSA Contracting Officer Warrant Program courses except Lease Law.
