Jorge holds a Juris Doctor degree and over 12 years of professional experience serving governmental municipalities throughout California which encompassed the County of Riverside, Inland Empire Utilities Agency, City of Dublin, City of Livingston and most recently, the City of Stockton. As the subject matter expert leading the real property program for the City of Stockton, he used his experience along with educational background in law, political science and public administration to administer the management of the city’s real property assets by negotiating the purchase, sale and lease of properties. In addition, he was responsible for the preparation of the Stockton Successor Agency Long Range Property Management Plan approved by the California State Department of Finance. Jorge has managed the planning, design, and construction of several economic and redevelopment capital improvement projects in Riverside County and led the successful formation of the largest assessment district at the time in that county. He has also coordinated the installation of several water and waste water infrastructure projects comprised of recharge basin improvements, treatment facilities, and thousands of linear feet of water and sewer pipelines in the southwestern portion San Bernardino County, including the cities of Fontana, Rancho Cucamonga, Ontario, Upland, Chino, Chino Hills and Montclair.
